Remove GHE handling for workflow scope (#7841) 
According to [0] we appear to no longer support GHE 2.x, as the latest
release was deprecated in early 2022.

We can therefore remove this custom handling.

test: use t.Setenv to set env vars in tests (#6333) 
This commit replaces `os.Setenv` with `t.Setenv` in tests. The
environment variable is automatically restored to its original value
when the test and all its subtests complete.
